Steve
Weingarten, Esq
was Deputy Secretary and Washington representative for the New York State
Senate Minority. During that time,
he served as Deputy Chief of Staff for Administration, directed the Senate
Minority federal governmental relations program, and coordinated the Democratic
leaders’ liaison to public and private interest groups. Mr. Weingarten
also worked as Counsel to the New York Chamber of Commerce and Industry, and
Director of Government Affairs for the Empire State Chamber of Commerce (which
later merged to form the Business Council of New York State).
Robert Reid
served two Republican Senate Majority Leaders from the early 1980's until 1991.
During that time he drafted and negotiated legislation on a wide range of
issues, including energy, environmental, health and social services. In
the 1980's Mr. Reid was a Senate staff person and negotiator on environmental
and energy legislation including the State’s Bottle Deposit legislation,
Environmental Bond Act, allocation of the State’s hydroelectric power, and a
variety of other issues. In 1988, Mr. Reid was a lead Senate negotiator
involved in the creation of landmark laws to increase Medicaid eligibility
levels, provide senior citizens state assistance for prescription drugs (EPIC)
and establish the first Medicaid Managed Care law.
Shauneen McNally has extensive experience
working for 25 years in the State Legislature, the Executive Branch, and member-based
associations From 1984 to 1989, she served as a health and human services policy
aide for two Democratic Speakers in the State Assembly. During that time
she participated in drafting and negotiating numerous laws and annual modifications
to the State Budget in the areas of Medicaid, welfare, and health care. She
served for six years as the Legislative Coordinator for the New York State
Department of Health and was responsible for promoting State DOH’s regulatory
and legislative agenda to the State Legislature, the public, and other state
agencies.
Marcy Wamp, a
Rochester, New York native received her Bachelor’s degree in Political Science
from the State University of New York at Albany in 2001. While enrolled at SUNY
Albany, Ms. Wamp interned at the New York Public Interest Research Group for two
State legislative sessions, concentrating on health care and education issues.
Upon graduation, Ms. Wamp went to work for the American Cancer Society (ACS) as
Director of their college tobacco control program. While at ACS, she advocated
for the successful passage of New York City’s smoke-free workplace law in 2002,
and other local smoke-free initiatives.
In 2003, Ms. Wamp joined Weingarten, Reid & McNally as the firm’s fourth
lobbyist, bringing her considerable experience in advocacy, grassroots and
organizing with non-profits. She is also pursuing her Masters in Public Policy
at SUNY Albany’s Rockefeller College of Public Affairs and Policy.
